The MAFF announced the changes in Japan’s import plant quarantine measures related to Phytosanitary Certificates through the WTO/SPS notification G/SPS/N/JPN/1394, dated 6th March 2026.
As described in the WTO/SPS notification, revision of the list of plants and other objects subject to specific phytosanitary measures to be carried out in exporting countries (Annexed Table 1-2 of the Ordinance for Enforcement of the Plant Protection Act) and the details of the requirements for each of the quarantine pests.
Note: The list will be revised as follows. Underlined and strikethrough regions/countries and plants are the main changes in the revision.
Common requirements
The plants and other objects must be accompanied by a phytosanitary certificate or a certified copy of the certificate issued by the NPPO of an exporting country, certifying that the plants and other objects have been inspected and meet the requirements.
Based on trade statistics published by the Ministry of Finance in 2024/2025, the following is a summary of fresh fruit imports during December and the cumulative from January to December 2024.

Peru’s participation in the 2026 fair aims to further strengthen business ties, open new market segments, and highlight investment opportunities in the Peruvian fisheries sector. The Peruvian pavilion will feature leading companies in the sector, supported by PROMPERÚ and the Commercial Office of Peru in Japan, reaffirming our long-term vision to deepen bilateral trade and foster sustainable development.
